OU Longxin was born in Beijing in November 1969, ancestral home in Chongqing.

In 1992, he received a Bachelor Degree in Law in Administrative Management from China University of Political Science and Law. In 2006, he was awarded a Master’s Degree in Philosophy in Sci-technical Philosophy at the Graduate University of the Chinese Academy of Sciences. In 2004, he was a visiting scholar at the Hayward Campus of California State University and the Berkeley Campus of the University of California in the United States. In 2010, he was awarded a Ph.D. in Philosophy in Sci-technical Philosophy at the Graduate University of the Chinese Academy of Sciences. During 1992-1993, he was a member of Staff in the HR Department at the Institute of Geology, Chinese Academy of Science (now the Institute of Geology and Geophysics). From 1993-1996, he served the HR Office and Deployment Department at the Chinese Academy of Sciences. Between 1996 and 2004, he served as the Deputy Director and Director of Office Secretariat at the Chinese Academy of Sciences. From 2004 to 2007, he was Assistant to the Director of the National Nanoscience Center and Director of General Affairs Department. From 2007 to 2011, he served as Vice President at the Beijing Branch of the Chinese Academy of Sciences, engaged in Branch system infrastructure and administrative coordination, safety and security. Between 2011 and 2012, he was Deputy Head of Preparatory Group at Beijing Comprehensive Research Center of Chinese Academy of Sciences. From 2012 to 2014, he was Vice President at the Beijing Branch of the Chinese Academy of Sciences.
His current title is Party Secretary and Deputy Director at the Institute of Geology and Geophysics, presiding over the work of the Party and in charge of infrastructure, HR and other activities.
